根據企業自愿申請的原則，企業可以通過第三方認證的形式，向顧客和社會相關方證實其能源管理體系的有效性和符合性。

企業建立能源管理體系并進行了3個月試運行，完成了內部審核和管理評審，確認了能源管理體系的績效后，可提出認證申請。具體程序包括：

1）能源管理體系認證申請

1) the energy management system certification application

提交書面申請書，并按要求提供能源管理手冊、手冊條款對照表、程序文件清單、能源管理內部審核報告、管理評審報告、能源利用狀況報告（包括近期單位產品能耗指標等）等相關信息。

The submission of a written application, and according to the requirements to provide energy management manual, manual provision comparison table, program files list, energy management, internal audit reports, management review report, energy use status report (including the recent unit product energy consumption indicators) and other relevant information.

2）簽訂能源管理體系認證合同

認證機構評審申請資料，與符合要求的申請方簽訂能源管理體系認證合同，確認雙方的權利和義務。

3）實施一階段能源管理體系認證審核

認證機構指派的審核組對申請方實施能源管理體系一階段審核，評價企業能源管理體系的實施程度是否為二階段審核做好準備，能否接受二階段審核，并提出一階段審核意見。

4）二階段能源管理體系認證審核

申請方針對一階段審核意見完成相應的整改，一般情況下不超過6個月。認證機構指派審核組對申請方實施二階段審核，評價企業能源管理體系的實施和運行是否符合GB/T 23331-2009《能源管理體系 要求》、企業能源管理體系認證實施規則、國家相關法律法規的要求，決定是否向認證機構推薦認證注冊。

6）能源管理體系監督與再認證

能源管理體系認證周期為三年，認證注冊后自現場審核日起，每12個月內申請方應接受至少一次監督審核以決定認證證書是否能夠保持注冊，認證周期滿前三個月如需繼續認證，申請方可提出再認證申請。
